Well, of course it's Bush's fault. We (human beings) have to put a name on who were going to blame. After all, we have to find someone to blame, I'm sure you would agree with me.

For example, Roosevelt gave up Eastern Europe to the Soviets (Stalin). It's Roosevelt's fault (and Winston Churchill's fault too, for that matter.) In the context of the Balkans it's all our General Mladic's fault.
