I think the only kind we would shoot down would be an ICBM and that's the one that exploded after 35 seconds. The others, at least the first two, were just SCUDs.

Did it? Maybe they were concerned about it getting out of range to destruct. Remember previous info that it can go 9200 miles more or less.
