I was under the impression he was their leader of sorts.

I could be wrong about this, but I am/was under the impression that this group was started by somebody else, but that Simcox has "taken over" the role as their spokesperson.

Wasn't it Jim Gilchrist? Maybe? I don't know.

No, it was a joint effort between Simcox and Gilchrist. Simcox had his Arizona Militia that declared unilateral war on Mexico and Gilchrist had some other podunk group. They got together and formed the Minutemen. Gilchrist and Simcox are rarely at the same place. I don't think they see eye to eye on much.

Perhaps we could both use some enlightenment on this. Either way, he must disclose his finances since he's accepting contributions from the public.
