So it's two different things, right: the fence building and the Minutemen organization.

Either that, or Simcox is getting money for himself and not reporting it to the IRS.

For the answer to the third question, you need to ask Eternal Vigilance, who prides himself as THE "expert" on all things Keyes. But I doubt that he knows and/or that you'll get a straight answer out of him..
