well,so was it in early 1990's,but now it is 2006.
case has changed much.

chinese nuke arsenals is the emphasis of its military-buildup,apart with navy and airforce.

in fact ,the progress of chinese military powers lie in the advancement of its mili-tech,not the increase of its mordern mili-equitment.

for example,in the past one decades,093&094 nuke sub,J10,041&039a sub have emerged and many people are amazed at that.
but the emergence of those platform is just the corner of ice.the more important is chinese grasp of some key mili-tech,such as MIRV,AGIS ,turbofan-engine and so on.

It is easy to focus on the "tip of the iceberg", but most of it is in the water, ready to rip apart the hull! I see your image perfectly, and add to it, the will of the Chinese to increase their stance in the world. they do not like playing catch-up, but have done a good job of stealing from everyone else to accomplish their task.

Clinton was not the first, but probably the worst... faciltator in their game!

Chinese were Clinton's buddies, Mexicans are there for GWB! Americans? We just pay the bills for their pandering and bend over!
