He knows that the WH will just use guest worker plan and skip the enforcement and the GAO report saying there is about 1/3 of fraud in the INS agency and they won't have a proper screen system in place until 2011 probably had a lot to do with it.
Is he; or is he opposed to the amnesty/guest-worker programs that have been introduced?
The only guest-worker programs I've seen him be against, are those that reward our current crop of illegals.
