Keye's office might be their "Fiscal Sponsor". As I understand it, it can take up to a year or more to get a ruling from the IRS giving an organization non profit status. It is allowable to use "Fiscal Sponsor" as an overseer of the project or organization. Small non profits do this all the time. It is important for them to keep good records though.
