What kept Spanish police so long?

I remember report in Spanish papers several years ago, about commando style attacks of this gang on industrial malls netting tens of millions of dollars. A strike team would climb through the roof, dynamite company safe and disappear. they used tools only once.

The thing here to consider is what the money was used for, i.e. whether they were a part of larger terrorist network.
