It is a known fact that offshore oil rigs have been a boon to the wildlife environment. The marine population thrives because the oil rigs are there.

This is the scheme that even some LA freepers have been advocating, where LA seeks to in effect slap a tax increase to all oil and gas produced in their state.
If this move is successful, LA will have a new revenue source, and thus ALL pending and pledged federal funds related to Katrina should immediately cease and be cancelled.
Can't have the cake and eat it, too.
