It's true that the video is listed under those terms...and is described in the title that way. It wasn't entered by MSNBC that way, but by a poster of the video, who described the video thus:
After stumbling from Putin's smackdown at his suggestion that Russia ought to emulate the democracy in Iraq to babbling about wanting to eat a pig to getting caught on tape cursing while chomping on a roll, Bush channeled the Creepy Guy at Work who gives a female coworker an unwanted massage, much to his repulsed target's chagrin.

While I'm sure Bush meant it in a friendly way, it really is a sign of disrespect for another head of state and for the forum in which they were meeting. If someone had shown up in a t-shirt, would FReepers be saying, "ah, it's just the informal way of that leader"? Would we laugh it off if Chirac patted President Bush on the head sometime?

Germany´s (and Europe´s) most-read tabloid titled "Bush´s love attack for Merkel". You know, just two days before he did that, he visited her in a rather private atmosphere in her constituency and they were having a BBQ with their partners. I think Bush just wanted to show the world that he´s sympathy for her, under these circumstances it´s NOT an expression of disrespect.
