N. Korea, at one point, was considering an economic policy based on tourism. What is there to see in N. Korea? There are some, but not enough to bring millions of visitors year after year. What they intended was to set up Las Vegas-like casino city in N. Korea. If that had materialized, a real 'sin city' could have propped up in E. Asia. The place where unlimited gambling, drug, prostitution are allowed. Of course, gamblers may be paid not in real cash but counterfeit dollars such as Super notes. Even China frowned on this idea, because many Chinese would be likely to go there. Actually, local officials in N.E. China squandered fortune at small casino operation in N.E. N. Korea, creating a scandal not long ago.
They will go for all sins if it serves to prop up their regime.
