Will the city prosecute if a citizen imports some through the post office (by mail) or by car (buys it in another city)?

I live about 100 miles north of Chicago - I may just set up a foi gras stand at the Wisconsin border - ya know like a fireworks store or a cheese hut or a "gentlemen's club" . . . . but only selling fois gras . . . . .I'd make a mint!!
