Well as a former smoker, I get really irritated by the smokers driving with their left hand out the window with cigarette ash being flicked at whatever and eventually the butt being thrown. Yes this practice should be illegal because obviously these people have no common sense.
that's called "littering" and is already against the law.
some states also already have extra fines for it being a cigarette butt.
Smokers get really irrated by your road rage directed at people relaxing while behind the wheel.
