'Good'? Using 'capitulate' as a transitive verb is 'good'? The proper term is 'illiterate'.
Blame the headline writer at Jewish World Review, not Julia Gorin.
Columnists don't compose their own headlines. That's left to headline writers at the various publications who publish their work. The length and depth of the headline can vary widely, based on page format (one column, two column, etc).
So, each publication writes headlines to fit.
