Are the Quebeçois and West Africans and French Polynesians arrogant? Or the people from Luxemborg? Which other Francophone culture is renown for their arrogance (and apparently it is Paris that is giving their country its reputation).

If anything, the Quebeçois are trying to out-French the French. They have a worse rep, IMHO. However, the rest of the Francophone world is still pretty bad, just not arrogant (Francophone sections of the world seem to be the most corrupt places - see Louisiana.)

We was just in Quebec City, and I can assure everyone that the Québeçois were polite and friendly in the extreme. In fact, my wife said, "It's just like being in Paris without the rudeness!"
