The United Nations announced Wednesday it has imposed sanctions on a man with dual Canadian and Sudanese citizenship who allegedly worked with Abu Zubaydah, al-Qaeda's one-time operations chief in Afghanistan.
The UN Security Council committee in charge of anti-terrorism sanctions against al-Qaeda and remnants of the Taliban added Abu Sufian Al-Salamabi Muhammed Ahmed Abd Al-Razziq to its sanctions list on July 31.
The move follows joint action taken in July by the U.S. State Department and Treasury Department. Abd Al-Razziq was deemed a terror risk, which immediately blocked all assets he has that are reachable by the U.S. government.
The Treasury Department order also prohibits Americans from doing business with him.
"Abd Al-Razziq has provided administrative and logistical support to al-Qaeda, and has been identified as being close to Abu Zubaydah, a former lieutenant of Osama bin Ladin, involved in al-Qaeda recruitment and training," U.S. deputy assistant secretary of the Treasury Department Daniel Glaser said at the time.
Abu Zubaydah was among several top al-Qaeda leaders arrested in 2003-2004.
The State Department has alleged that Abd Al-Razziq was last known to be a member of a terrorist cell in Montreal, and was closely associated with Ahmed Ressam, the Algerian-born man who was arrested in late 1999 while attempting to cross the border between British Columbia and Washington with explosives.
Ressam later admitted to a plot to bomb Los Angeles International Airport on the eve of the millenium, and was sentenced to 22 years in prison in July 2005 on charges that included conspiracy to commit an act of international terrorism.
The UN Security Council last year adopted a resolution expanding sanctions against al-Qaeda and the Taliban to their affiliates and splinter groups, as well as clamping down on terrorist financing.
All 192 UN member states are required to impose a travel ban and arms embargo and to freeze the financial assets of all those on the list compiled by the sanctions committee. The list includes over 325 individuals and 100 groups or "entities."
