True, but in my area there are rumors of an "unwritten quota" that cops are supposed meet. I suspect it's because the city gets a fair amount of revenue from traffic tickets. Thus it's actually in the interest of the local government for people to drive more wrecklessly.

Not in Tillamook County! I passed a car on a two lane highway, and a cop stopped me for driving "on the wrong side of the road!" And yes, I got a ticket. This was in early evening, late summer. I was convinced that officer had a quota!
