I think it would be the top tax rate of around 36%, plus in Wisconsin the top tax rate is an additional 7.5%.
I think the IRS taxes it as a bonus, or award, and not as straight income. You are most surely correct about the state taxes, although I do not know what WI charges, it's highly unlikely they will not take their 'cut' of the prize. ;)
