Why couldn't a GOP candidate run as an independent?

To appear on the ballot independents had to declare back in January. A write-in in the only chance now. I'd still prefer the Republicans back the Libertarian, Smither. Anything to keep Lampson from winning.

I think the filing deadline has long since passed. It was between the end of the Primary and some 45 days or so afterwards [not sure of the exact time].
