i'd say that if you include e-mail chain letters in the list of inappropriate activities it's not surprising that you'd find 74% guilty. ditto on the jokes in bad taste. bad taste according to whom? i dont like the IRS any more than the next guy but i'm guessing this problem is no better or worse than anywhere else.

Your guess would be correct. I actually thought 74% was kind of low, based on everything they listed and what I've seen on employee computers. Evidently, many people think those employees at the IRS either aren't human or should be held to a higher standard than every other employee in the country.
