You must be thinking of another tax. The Fair Tax Act was first introduced by Congressman John Linder in July of 1999.

It isn't going to happen but I am sure in the year 2030 someone will bring up again.

The same skepticism was said about womens right to vote but a strong grassroots movement resulted in the 19th amendment. That same strong grassroots movement is occurring with the Fair Tax.

I hope you are right but I think the IRS is too powerful of a tool for those who are in power and those who want to be. The Russians had something similar...I think they called it the KGB.
