The prebate is set only by family size, which may or may not correlate with poverty level or net worth or any other such factor, so I consider it more appropriate to consider it in the "reimbursement" They're being reimbursed for family size? Same as food stamps!

IIRC, food stamps really do belong in the so-called "entitlements" category because they're made for being below the "poverty level."
