Good morning, RedRover. I tried to find a source for that quote, but so far no luck. Most refer to it as an old "adage", rather than a direct quote. You were quite right about it coming from the WWII era.
I found this comment at one website. "Use it up, wear it out, make it do or do without was a way of life for the women of the 1930s. President Franklin Roosevelt would later repeat the words of that old adage during WWII when encouraging people to conserve for the good of the war effort. Many of the quilters who entered our challenge remembered the make it do days of the 1930s and 40s or recalled stories told by their parents or grandparents."
