Little chernobyl's here and there, with tecnicians suffering horrible slow deaths because of their lack of standards nor international supervision by IAEA. This would be the perfect time to have a B2 drop one of those B61 Nuclear Bunker Busters right onto the test sight. Since the plane doesn't appear on radar, and the radiation prohibits sorting the bits and pieces for evidence of the bomb, it would just look like the NK bungled another test. After the missile that couldn't test on July 4th who would question an accident. No down side for the US and we take out most of their nuke scientists.
