It was a snarky comment, but it's essentially correct. I'd venture to say that the Kurds actually have a better government than either the (Iranian) Shiite or the central Iraqi one, though.

There's a lot of Iraqis riding on the hope that the central government fails. (The Iranians would likely prefer that the country stays unified, since Shiites would dominate election after election. Unfortunately for them, the insurgency they backed and the militias they created have a mind of their own, and it's for independence.)
