"That means each of the four vehicles pulled over in the first 10 minutes — including a Mustang GT — is going to the impound yard for 30 days. That part of the bill is over $900 by itself. Then there is the impound storage fee, the towing costs and the fine. Driving illegally in Manteca will cost those four individuals at least $1,600 apiece."

That's the kind of abusive crap that caused the Founding Fathers to rebel against the crown.

Tow? Maybe $100. Park a car for 30 days, on a piece of near-worthless real-estate convenient to nothing? Maybe $150 max. That's $250. But the government is ripping them off for $1,600.

The law specifies the fines that may be levied for driving without a license, upon conviction. But the government is privileging private concerns to levy heavy financial penalties -- completely unreasonable financial penalties -- prior to any legal procedings. IOW, unconstitutionally.

This is crap.
