How about this. Muslims must fly only with other Muslims. Each aircraft will be escorted by a fighter. The flight plan will be drawn so that it never overflies a city, nuclear plant, dam or other structure(s) whose destruction would be disastrous. If the airline deviates from flight plan the fighter takes it down. The extra cost for these precautions will, of course, be added to the ticket price paid by the Muslims.

Not to mention the cost of the lost planes.
Completely reasonable and rational plan, therefore, it would never be considered.
