The U.S. military is familiar with China’s approach. In fact, its own strategy in cyberspace is similar to the PLA’s—the countries’ doctrines and strategies almost mirror one another.

Imagine that. US and China (and probably the EU, Russian and everyone else) is engaging in contigincy planning.

Let's start with the fatal flaw of logic in this "report":

"A growing band of civilian units inside China"

This is pure poppycock. There are no "civilian" units inside China. There is only a deeply malevolent iron-fisted Communist government in China. Everything coming out of China is official and purposeful.
