It is more than just resizing - it is actual phot retouching - look a the purple triangular areas between her arms and waist- other than for those I can not spot any other of the retouching.

Her neck has been narrowed as well. And the whole pic has been slightly compressed horizontally.
They retailored the suit, too. Check the right shoulder for one clear example.
I agree. It is really good work.
However like the rest of the news, Couric is misrepresenting herself. She cannot even make a truthful appearance.
Virtually every fashion magazine cover and beyond has similar work done on it every month.
Not only that, but her teeth are whiter too.
