I don't think such a measure would stand.

Why? On what Constitutional ground? How to divvy up its electors is a state matter. I don't think it is a good idea to let the federal government encroach here.

What the Dems would really like to do in California, is wait until the votes have been counted, and then choose the method of allocating the state's electorial votes.

This is a Constitutional matter it isn't a state matter, it affects the country as a whole and no state should be able to make an end run around the Constitution. I strongly believe in state's rights but this is a National and Constitutional matter. If they want to change it then it must be changed in the correct manner, ie, nationally. E Pluribus Unam.
