There is a brand by Vector called Quest, that offers three different levels of nicotine, including an almost zero percent variety.

Funny thing is, Quest cigarettes are only legally available in about a dozen states or so.

<cynic on> I wonder if these same states have low cigarette taxes. In states with high cigarette taxes, the government would have a hidden interest in seeing smokers hooked on nicotine, so low-nicotine brands would not be in their best interest to allow, since the smokers of such brands could easily quit. <cynic off>
