Not true. I buy bags of loose tobacco and I roll my own. This tobacco is not laced with all that chit that Big Tobacco adds. And even Randall Flagg will tell you that by using the loose tobacco, we actually smoke less. And it sure is CHEAPER!
Lower the nicotine in a cigarette and you will have people smoking more cigarettes to get their nicotine level up to what they require. If you want to have them smoke less....really increase the nicotine. You'll get vomit though.
