I recall talking to a zoo expert at the Mall Of America's "Stingray Petting Zoo" and she said that stingray's by and large are not hostile creatures. You can pet them again and again, and they won't bother you, it's the tail end of a stingray whipping in the water that is the most dangerous. This is apparently what happened to Steve. He's been in that area many times, knew the risks.
