Not exactly. According to the bill, he can adjust the deadlines for implementation for a period not exceeding one year... in the event of extraordinary circumstances, catastrophic events, or threat of significant economic harm.
The ability to suspend the regulations offers little appeasement to most businesses (who strenuously oppose this law). Think about the major manufacturing firm that completely revamps its painting process, making huge new investments, to try to comply with the arbitrary CO2 limits established by the law. If it doesn't reduce emissions enough, it spends more money through the cap-and-trade scheme to buy carbon credits. Over a period of years, it has reported poorer and poorer earnings and laid off employees in the process. At what point is a Governor going to say "this is causing significant economic harm"?
Or the ABC Cement Co., who views the law and concludes that it cannot continue to do business in California and decides to do expand in Nevada instead of California or--worse yet--closes down it's California operation and relocates. Does this qualify as a catastrophic event? Nope.
Why wait to see the impact? Mandating arbitrary caps, implementing more onerous regulation, and imposing new financial investment requirements on business to fight windmills based on junk-science is BAD POLICY on its face!
This is TERRIBLE law. Period!

No one is perfect, and I don't agree with him all the time, but Gov S has made some rather bold moves that have allowed me to remain in CA on the hope that someday, somehow, rational thought can be restored in this wonderful golden land I call home. This is the kind of law that, if passed, would cause a mass exodus of people and businesses. The state would find itself in the kind of financial ruin that was narrowly averted by the recall of the former socialist in chief. Yet, somehow, someway these idiots down south keep sending up these pie-in-the-sky bills without any actual knowledge as to how governmental economies work or what the people of this state really want and need.
I sell Kaiser and many other health plans to Employers, Individuals and Families. (along with numerous other HMO's/PPO's and Health Insurers.
Don't you think the Globular Warming Bizzaro Baloney will impact CA's economic picture just as much? Seriously!!!

Do you have any idea of the cost to business and inflation that would be generated by socialized health care?
I might have found the Global Warming bit a tad silly, but the overall cost impact is going to be pretty low. This bill would be the kind of catastrophic socialist experiment that is putting entire countries in economic ruin. The other problem is that it becomes an entitlement, which as we know, is just about impossible to revoke once instituted. This is a now and forever expense.
