There is supposed to be his second speech on the WOT today and would include info on how to handle detainees at Gitmo and other places. I don't know if this is it.
Also, heard on the news last hour he has asked 9/11 survivors to be present by Tony Snow wouldn't elaborate.

Right. The procedure for trial of the Gitmo detainees will be clarified now that the military tribunal approach is out. There will be no changes at Gitmo.
