I find it strange that he would speak at 1:45 rather than prime time. Were it a national emergency, why not go on immediately. If it's of major import, why not wait until tonight.

Waiting could mean they're waiting on an announcement from another party/country, or possibly confirmation, although I don't think they'd announce his speech before confirmation of anything "big."
And if it was anything "big"...wouldn't we on FR already know about it? LOL.
