Yep, they are more worried about cluster bombs used against the enemy than car bombs used on our troops or flying Claymores used against Israeli citizens.

what about the over 2500 rockets blindly shot into israel? What about the ones ferrying shrapnel? Who and what were they intended for? I know, I know, they were for peaceful purposes.

The sheer numbers of CBU;s in the article (2,000,000) is a good indication of how much our military depends and uses them.

The Dems are trying their damndest to emasculate our military.

If cluster bombs are really that "ineffectual" why does our military use them?

Also, IMHO, any such law is clearly unconstitutional.

The Congress cannot use the power of the purse to give specific commands such as ROE's to the troops: this usurps the President's powers as CINC.
