Perhaps, I might have phrased my comment more precisely: Bureaucrats between the troops on the ground and the Executive Branch seem tentative about prosecuting this as a war.
I believe that this is, at least in part, because the federal bureacracy punishes mistakes -even honest ones made with the best of intentions, and rewards inaction. They are risk averse to an extreme, especially when they fear for their careers.
I know, I worked for the government (my wife still does).
