Franken lies.
I would invest no importance in what he says here, especially if he can turn it into a punch line. He is a comedian first and foremost. His pockets could be stuffed with cash earmarked for widows and orphans, and he would still say the same thing and claim to have been "joking" later.

Air America needed a Rush or Sean Hannity to be a success. Franken and Randi Rhodes were the best they could do. The left failed because they mistakenly believe that Rush and Sean are filled with vile hatred and spew lies. So they try to 'copy' that with Randi and Al, and they fall flat on their face. Rush and Sean speak the truth and do it with good humor. Randi and Al speak of wacky conspiracy theories and do so with vile hatred. It does not work.
