At the time, IIRC, there was a bit of a kerfluffle about who would get to name Corzine's replacement in the Senate, so there may have been some hard feelings.
But more likely Corzine naming Menendez was just payback to the Hudson County Democrat Machine.
Codey has no desire to become a U.S. Senator. None at all.
It's that kind of unambitious attitude that made him so popular as Governor.
