I agree with you. Their phrase, "non-intrusive individual risk assessment" translates as profiling to me... and I like it!

These "dry-runs" have been going on for years now.
It should a crime (not sure what the punishment should be) but these guys walk away scot-free every time.
You can't yell "bomb" in an airport or on a plane but you can pretend to actually make one on an airplane or carry one a fake one or act like you are going to highjack a plane and nothing happens to you.

Well, we do know the 9/11 gang made several trial runs. It wouldn't surprise me if this turns out to be true. So far, it appears these new trial runs (if that's what they are) have been failures. I hope it stays that way.
