VIENNA, Austria -- More than two tons of radioactive material stored in a rundown research facility in Serbia offer an easy target for terrorists seeking to build a "dirty bomb," according to the United Nations' nuclear watchdog.
Nuclear inspectors have branded the lightly guarded storage facility at a communist-era reactor, which closed 22 years ago, the world's most dangerous disused nuclear site -- because of the potency of the material and the risk of leakage.
The outdated facility is on a 48-acre site at the Institute of Nuclear Sciences in Vinca, 10 miles outside the capital, Belgrade, surrounded by a rusty barbed wire fence and secured only by a small number of armed guards.
Michael Durst, the special program manager at the Vienna-based International Atomic Energy Agency (IAEA), said the Vinca site topped the global priority list of unsecured uranium sources because it combined the threats of nuclear proliferation and environmental disaster.
"Vinca is unique in the amount of uranium stored within its facility -- at least 2.5 tons -- and the fact that about 30 percent of it is leaking. It would be easily accessible to an organized group," he said.
A joint project by the IAEA, the Vinca institute and the Serbian authorities to secure the material has stalled for lack of funds.
"The Vinca staff are highly professional and very cooperative," Mr. Durst said. "But the budgets of the institute, and of the whole country, are very limited. They are keeping the whole thing together with gum and tape."
The institute was founded in what was communist Yugoslavia in 1948 with the help of Soviet scientists. Its nuclear reactor was shut down in 1984, but there are still more than 800 workers at the site, 400 of them scientific staff.

On Thu, 6 May 1999 under the fear of a NATO bombing threat of VINCA, P.R. Adzic, VINCA Institute of Nuclear Sciences, (Laboratory of Physics (010), P.O. Box 522, 11001 Belgrade, E- Yugoslavia) wrote
"Our reactor is not working for more than 15 years, but the significant amount of 235-U enriched and unused fuel is still in its interior. Highly radioactive material for everyday activities is also located in several research laboratories.
I fear that a big disaster may occur. In the worst case, no Balkan and even European country would be safe. Not to mention ecological catastrophe."
Truth in Media reported, "NATO, of course, has already voiced its concerns that a high level spy is in its midst ( see Day 23, Item 4, Apr. 15). But there are other possibilities, too...BRUSSELS, Apr. 12 - Truth in the Media writes: "One tell-tale sign of a losing side in a war is when its leaders start to fear their own shadows. In addition to Gen. Clark's optimistic assessment of the NATO bombing effectiveness, the ABC Radio news reported on Apr. 12 that NATO believes there is a high level spy informing Belgrade of the bombing targets ahead of time. --Mr. Clinton's (Clark, Cohen and Albright)war in Serbia.

I think poorly controlled nuclear sites in the old soviet countries are a tremendous threat to our national security. There is no question about that and there is no question that the terrorists know this.

There is no question about that and there is no question that the terrorists know this.Especially when the Telegraph forgot to include the Mapquest Driving Directions to the facility.
I am sure they will catch the omission and publish it tomorrow.

During the Cold War I never really worried about the a nuclear bomb being launched, believing that the Soviets were much too sanguine to start something they could not finish. But this situation is truly frightening.

Perhaps the IAEA and the UN/EU leadership need to reach into their pockets after 50 years of a free ride and pay for a fix.

Nuclear Threats : Law Enforcement Sources Confirm: Illegals crossing border carrying "KI Tablets" Posted by admin on 2006/9/17 23:18:26 ( )
*18 September 2006: In an article provided exclusively to the Northeast Intelligence Network and Canada Free Press by Dr. Paul Williams and Mr. David Dastych on Saturday, final preparations have been made for the next major attack on the US identified as American Hiroshima, suggesting the attack will be nuclear in nature. Since we published that report, confidential sources in law enforcement positions have privately confirmed to the Northeast Intelligence Network that a "disturbing trend" is being reported on both of our borders a pattern that is consistent with a potential nuclear attack scenario against the US. According to these sources, a "significant and alarming number" of illegal aliens attempting entry into the US, caught by border patrol agents, have been found to be carrying Potassium Iodide tablets, which are used to protect against exposure to radiation in emergency situations.*
According to our sources, the illegal aliens who have been caught have been described as OTMs (other-than Mexicans), and consist primarily of Chinese and Iranian nationals on our southern border, and Asians and others from a variety of Middle Eastern countries at the US-Canadian border. Law enforcement sources providing this information to the Northeast Intelligence Network agreed that this is a very recent phenomena, but one that has increased to alarming levels and is of particular concern to government officials.
Additional and more specific information will be contained in the upcoming issue of the HQ INTEL-ALERT Private Intelligence Report.
*NOTE: An astute and well-educated reader accurately points out that Potassium Iodate, also referred to as KI, protects only one organ in the body (the thyroid) from ONE form of radiation (I-131). And it does so only if a person takes the tablet BEFORE (or just after) being exposed to I-131, as the KI fills up the thyroid gland with "good" salt instead of the radioactive version.
Too many people nationwide already falsely believe that KI is a so-called "anti-radiation" pill that will protect them from all forms of radiation. If a person takes the tablet and fails to leave/evacuate a radioactive area, they will still be exposed to radiation and will likely become ill or even die from radiation sickness. Further, Gamma radiation, (the type of radiation that killed so many people in Nagasaki and Hiroshima, Japan, after the atomic blasts in 1945) is deadly; Potassium Iodate offers no protection on this type of nuclear radiation.
For further and more specific information, you may download the KI Fact Sheet compiled using information from the National Institutes of Health, Food & Drug Administration, and Nuclear Regulatory Commission (PDF File).

....10 miles outside the capital, Belgrade, surrounded by a rusty barbed wire fence and secured only by a small number of armed guards... those directions? Am thinking any terrorist worth his salt probaby already knows ..but this story is rehashed in part from the late 90's when scientists of the facility voiced grave concerns of potential danger on a mass scale.

The UN has found a problem.
Now the 5 years of talking about it begins.
Then 5 more years before they give up on doing any thing about it.

Are we trying to scare ourselves this morning? I was just thinking stories of a certain nature, as those above, tend to come out at the same time.
These stories are of no surprise to most, I am sure. I am also confident there is much surveillance by satellite that we are unaware of.

I find the launch of the Ansari/Soyuz and the oxygen problem on the ISS happening simultanously to be somewhat disconcerting.

I did try. The system refused to allow me to post that link as part of the story. Said I was denied access, I have a question in to the owner regarding this. No, I'm not trying to "scare" anyone. I'm simply reporting the information so folks can gain access to the details. I'm working on my own story this morning on my blog, but I've yet to get real details on this, and I can not locate ONE piece from ANY news organization. I'm not saying that this is a "rumor", I don't believe it is.
I've know Sean Osborne a long time now, and if anything he is accurate on details, and he does his research, he won't enlarge on things and tells it like it is. Thus, I'm doing what I think is right -- reporting it. I posted it here in this thread because it specifically refused to allow me to post the information as a thread on it's own, and I think it is strongly related to this material.

WorldNetDaily, ran a series of articles back in 2005 on the alleged American Hiroshima operation, involving as many as 40 nukes.
According to captured al-Qaida leaders and documents, the plan is called the "American Hiroshima" and involves the multiple detonation of nuclear weapons already smuggled into the U.S. over the Mexican border with the help of the MS-13 street gang and other organized crime groups.
This was all supposed to happen during Ramadan 2005. Obviously, it did not, but WorldNetDaily is dusting off American Hiroshima for 2006 , based on Hamid Mir. -SNIP
Mir believes that an "American Hiroshima" will occur as soon as the U.S. launches an attack on Iran's nuclear facilities.
