DC is a Democrat stronghold. These are the people who re-elected Marion Barry because he was black, so I'd say stupid is rather an understatement for their lack of mental acuity.

And knowing how corrupt the DC police system is (I think they are trained in New Orleans...heheh), I wonder what ACTUALLY becomes of these guns. Are they REALLY ALL destroyed, or do they wind up in the personal collections of politicians, officers, and back on the market?
