Governor Schwarzenegger Signs Legislation to Help New Immigrants on the Path to Citizenship

Governor Arnold Schwarzenegger today signed AB 2060 by Assemblymember Hector De La Torre (D-South Gate), which will establish the Naturalization Services Program, to be administered by the Department of Community Services and Development (CSD).

“As a naturalized citizen, I know how difficult this process can be,” said Governor Schwarzenegger. “That is why Assembly Bill 2060 is so important to those that want to become citizens of this great nation and who want to more fully integrate themselves into the civic life of our communities and state.”

Before Governor Schwarzenegger came into office, the Naturalization Services Program had in effect been terminated due to lack of funding. Every budget the Governor has signed since taking office has restored funding for these services with investments totaling $6 million.

The Naturalization Services Program is run through the Department of Community Services and Development. The Department of Community Services and Development has initiated collaborative working relationships with the US Citizenship & Immigration Services Department and numerous other local level and statewide agencies in an effort to provide assistance and resources to as many legal permanent residents as possible.

Currently, there are 2.7 million immigrants in California who are eligible for naturalization.

In particular, AB 2060 will:

The state established the Naturalization Services Program to assist legal permanent residents in the process of obtaining citizenship. Some of the services provided through the NSP include outreach, intake and assessment, citizenship application assistance, citizenship testing and interview preparation, as well as coordination and referral to other naturalization services. In collaboration with grantees and regional service providers, the NSP has assisted more than 90,000 people since 1999. The Department of Community Services and Development will provide additional funding to track the success of the individuals who have been provided services. It is anticipated that at least 8,200 legal permanent residents will achieve citizenship during the first year of the program.

This bill has nothing to do with illegals as I read it. It is about those who are here legally moving to citizenship within the law. Do you have a problem with that?

A little knowledge is a dangerous tool.

Start by understanding the term legal permanent resident and the first steps toward family reunification. A little understanding of contemporary changes in the interpretation of the 14th Amendment that have created this back door would also help.

Do you have a problem with that?

As a matter of fact, yes. Public monies spent to promote and facilitate illegal immigration is not a permissible use of my tax dollars.

Does the Torie account have a problem with this more educated expalanation?

It will be very difficult to assimilate the immigrants we have here now so I think it would be a good idea to cut off the flow completely for awhile until we can access the situation.

Immigration was, at one time, a benefit to the country because the people who were coming here were willing to adopt the ideals of America. That isn't always the case today. Too many of them believe America is something to be carved up. They think America is something THEY should assimilate.

Cutting off future immigration, legal or illegal, has nothing to do with this bill. I have my own ideas about immigration, but that is another topic, and a complex topic. Clearly the current level of illegal immigration is unacceptable, in any sense of a reasonable, or sustainable, public policy. As I said, that is another issue.

If that were true, no, I would have absolutely no problem with it. Call me a cynic, but I think this is where some of the changes in the "discrimination" laws will come into play, making it applicable to more than legal residents. In fact, illegal aliens were indirectly cited in one of the "fact sheets" about legislation by Sheila Kuehl. SB 1441 added to the definition of all the protected classes (race, gender, etc) the words "or perceived." In other words, you can't deny services to someone just because you think they might be here illegally. Absent a requirement to demonstrate that you are here legally, I think it applies to any immigrant.

I'll try to dig up the specifics. I posted it on one of the SB 1441 threads (I think).

The last time I looked, immigration is a federal responsibility. What is RINOLD doing sticking his nose into a federal matter?

Besides, there needs to be a moratorium on legal immigration until policies are enacted that ensure those who come here fully assimilate into our society.

Totally agree. The idyllic immigrants of the late 1800s and early 20th century are long gone, replaced by America-haters who bash our country while at the same time begging for a handout.

The Bill is not about immigration, it is about citizenship, of those who have legally immigrated. The GOP once made a big push regarding having legal Cuban immigrants become citizens in Florida, and in fact, sponsored mass events to foster and accelerate it, for obvious parisan reasons. The Dems in Dade County were deeply saddened and annoyed and complained. And there you have it.
