I think you are missing the moral dimension here, and sounding like a typical lawyer.
Whether or not he broke a law, he belongs IN PRISON. And I strongly suspect several laws were broken.
Foley is gone from Congress and should be in prison. And anybody else who knew about these "rumors" or emails and did nothing.. THEY ALSO NEED TO RESIGN.
This PEDOPHILIA in Congress is a stain on our nation in God's eyes. We must atone for it, and find a morally-clear path to the future.
