Karzai Says bin Laden Not in Afghanistan

President Hamid Karzai has insisted that Osama bin Laden is not in his country, in the latest installment in a row with the leader of Pakistan who says the Al-Qaeda chief is in Afghanistan.

Other militant leaders including Islamist warlord Gulbuddin Hekmatyar were also not in the country, Karzai told reporters in a briefing about his visit to the United States that was overshadowed by the spat.

'I can assure you they are not in Afghanistan,' Karzai said yesterday after being asked for his reaction to comments by Pakistan President Pervez Musharraf who said Thursday that bin Laden is here.

This Public Announcement reminds American citizens traveling or living in Russia that there remains a heightened potential for terrorist actions, including attacks against civilians. This situation is likely to continue for some time. This supersedes the Public Announcement of April 4, 2006 and expires on March 31, 2007.

Acts of terrorism including bombings and hostage taking have occurred in Russia over the last several years. Bombings have occurred at Russian government buildings, hotels, tourist sites, markets, entertainment venues, schools, residential complexes, and on public transportation including the subway and scheduled commercial air flights. Hostage taking incidents have included a raid in 2004 on a school that resulted in horrific losses of life of children, teachers, and parents. In October 2005, 200-300 gunmen attacked police and military facilities in a city in the North Caucasus region.

Presently, there is no specific indication that American institutions or citizens are targets but there is a general risk of American citizens being victims of indiscriminate terrorist attacks. American citizens in Russia should be aware of their personal surroundings and follow good security practices. Americans are urged to remain vigilant and exercise good judgment and discretion when using any form of public transportation. When traveling, Americans may wish to provide a friend, family member, or co-worker a copy of their itinerary. Americans should avoid large crowds and public gatherings that lack enhanced security measures. Travelers should also exercise a high degree of caution and remain alert when patronizing restaurants, casinos, nightclubs, bars, theaters, etc., especially during peak hours of business.

The North Caucasus region is of special concern. Due to continued civil and political unrest throughout much of the Caucasus region, the Department of State already warns U.S. citizens against travel to Chechnya and all areas that border it: North Ossetia, Ingushetia, Dagestan, Stavropol, Karachayevo-Cherkessiya, and Kabardino-Balkariya. U.s. government personnel are generally prohibited from traveling to these areas, and American citizens residing in these areas should depart immediately as the safety of Americans and other foreigners cannot be effectively guaranteed.

American citizens living in Russia or traveling there for even a few days are strongly urged to register with the embassy or nearest consulate general. Registration will allow the embassy to provide direct information on the security situation as necessary. Registration is done on-line and can be done in advance of travel. Information on registering can be found at the embassy web site, www.usembassy.ru, or at the Department of State's Consular Affairs website, https://travelregistration.state.gov/ibrs.

As the department continues to develop information on any potential security threats to U.S. citizens overseas, it shares credible threat information through its consular information program documents, available on the Internet at http://travel.state.gov. In addition to information on the Internet, travelers may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the U.S. or outside the U.S. and Canada on a regular toll line at 1-202-501-4444.

Vankleek Hill Evacuation To Be Lifted Tonight

Dozens of Vankleek Hill residents are being told to stay away from their homes after a powerful explosion levelled a house this morning (Monday).

Despite the chaotic scene, emergency crews are relieved everyone is accounted for. Champlain Township Fire Chief Roger Champagne says it's a miracle no one was seriously hurt after the explosion destroyed one home and caused electrical fires in some neighbouring homes.

The owner of the house where the blast occured was not at home at the time.

Fournier Street remains closed and covered in debris this afternoon. Evacuated residents have been taken to the town's arena and have been told it will be six o'clock at the earliest before they can return home.

Karl Rove's promised October surprise has arrived nice and early. Five weeks before the midterm election, a "previously undiscovered" video emerges that reminds the uninformed world that Al Qaeda carried out the 9/11 attacks and in order to combat them we must vote for security over liberty.

The video, supposedly obtained by The Times of London through 'a tested channel', shows Osama Bin Laden addressing followers at Kandahar In 2000. It also features "9/11 mastermind" Ramzi Binalshibh and Lead hijacker Mohammed Atta reading his will, along with Ziad Jarrah, the alleged pilot of flight 93.

Once Atta was inside the US he was discovered and monitored by the DIA op 'Able Danger'. The op was part of an experimental program to collect intelligence on terrorist networks. The Army intelligence unit, located near the Pentagon, then alerted the FBI and the CIA to Atta, who of course already knew about him.

Swiss jihad

Swiss police have arrested a man whom they suspect of belonging to an Algerian Islamic fundamentalist cell that financed terrorist attacks in Algeria.
Italian authorities, working in cooperation with the Swiss, said the Milan-based cell had raised at least €1.62 million (SFr2.57 million). The Italians issued international arrest warrants for three suspects and charged two others already in prison for separate crimes.

An Italian police statement on Monday said the cell "financed and gave logistical support to Islamic terrorism responsible for massacres in Algeria, including two that killed 18 people in 2005"....

The Milan cell has ties with the Salafist Group for Preaching and Combat (GSPC), Algeria's largest outlawed rebel movement, Italian police confirmed.

The GSPC pledges allegiance to al Qaeda and has rejected an amnesty offered by Algerian President Abdelaziz Bouteflika aimed at ending years of bloodshed that has killed 200,000 people.

The Milan cell financed at least two attacks carried out by the GSPC, including one on January 3, 2005 and another on March 27, 2005 in towns southwest of Algiers.

Authorities began investigating the suspected cell in December 2003, tracking its activities and movements through wiretaps and surveillance. It ran legal businesses in Italy, including shops and a restaurant, from which it channelled money to fund terror activities in Algeria, police said. It also provided fake documents....

At least €1.3 million was transferred via banks and another €320,000 was wired abroad, police said. The cash was tracked to Algeria, Yemen, Saudi Arabia, the United Arab Emirates, Switzerland and Spain.

Money also was smuggled abroad via couriers, leading investigators to believe that the total sum being funnelled for terrorist activities was far greater than €1.62 million.

Milan, 2 Oct. (AKI) - Italian police on Monday issued six arrest warrants - three of which were served - and announced they had dismantled a terrorist cell suspected of having financed two terror attacks near Algiers last year in which 20 people died. The group, made up mainly of Algerians, was allegedly close to the Salafite Group for Preaching and Combat (GSPC), which has recently sworn allegiance to al-Qaeda, and to the Armed Islamic Group (GIA).

One of the suspected militants is Mejri Afif, a Tunisian, who was arrested in Switzerland while Ahmed Nacer and El Heit Ali were already in jail on different charges. The other three suspects are reportedly still at large.

The cell had allegedly funded the Algerian militant groups through shops in Italy, raising a reported 2 million euros in three years. It was reportedly led by Djamel Lounici, a former member of the now dissolved Algerian Islamic Salvation Front, arrested last year on arm trafficking charges.

The militants reportedly operated in the northern Lombardy and Liguria regions and in Campania, in southern Italy, as well as in Switzerland, Spain and the Netherlands.

In July, police arrested four suspected members of GSPC who were allegedly preparing terrorist operations in Algeria and in Iraq.

The GSPC, Algeria's largest outlawed militant group, has been operating since 1996. Earlier this year, it rejected an amnesty offered by Algerian President Abdelaziz Bouteflika aimed at ending years of bloodshed during which a reported 200,000 people have died.

The GSPC grew out of another of Algeria's leading militant groups, GIA, held responsible for the nail bomb attack on a Paris metro in 1995 as well as many attacks on civilian and military targets in Algeria.

In contrast to the GIA, the GSPC reportedly gained popular support by vowing to avoid civilian targets inside Algeria - a promise it has not kept.
