Yes. The DOD drew up the plan to attack in June 1994. It was not acted upon. That is not the issue. Some are saying here that no plan was drawn up. The fact is, the plan was drawn up. It was about 24-48 hours away to being enacted, however, the appeasing "Framework Agreement" was reached and so it was cancelled. I am not a fan of Clinton. I am a fan of history and facts and stating what had actually happened.
