Within weeks, Japan could have an ICBM - they could conceivably, by December, have a missile that would launch, take a three day trip around the orbit of the moon, land, eject a bipedal robot with a beanie and a parachute, whereupon it would extend gigantic speakers and play the "Go Speed Racer GO" theme song, land, have it walk up to Dear Leader's front door, tapdance and knock on said door, recognize the face of the person opening that door, yell "HAHAHAHA- SUPRISE!" and explode in a blast of around 10 megatons.

Plus, there'd probably be full TV coverage of the entire trip and a breakfast cereal released for the event.

Give them until March, and they'd REALLY get inventive.
