I may be wrong, but I don't think that Mark Foley was "forced" to resign. I understood that when he heard that ABC was going with the story, he abruptly quit.
If so, my point would be that Democrats never quit, no matter how sleazy, even if someone dies in the scandal.

You can certainly rest assured that had he not "chosen" to resign, the "choice" would have been made for him.
