If health forced Cheney to resign, Bush would choose a new VP, which would be subject to approval. The Dems would do everything possible to delay a vote on that, leaving a hole in the line of succession.

Does POTUS really need Senate approval to pick a VP? IIRC, that (like picking a new SCOTUS judge) requires the Prez to submit the nominee for evaluation, but the Constitution doesn't actually require approval. The Prez has to say "what do ya think of Mr. X" ... but can follow that up with "TS, Mr. X gets the job, like it or not." Senate merely gets to weigh in on the matter.
